Government human resources in the Emirate of Dubai enjoy strong support from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council. Resolution No. 16 of 2013 on Health Insurance for Dubai Government's employees was issued and meant to be a successful model for partnerships between government departments. The Resolution was based on the outcome of fruitful cooperation and joint action between DGHR Department, Dubai Health Authority, Department of Legal Affairs of the Government of Dubai and Finance Department.
Health Insurance Resolution covers employees of government departments, public bodies and institutions, councils and authorities that are subject to the provisions of the law or any other party to be included in, and be subject to, the provisions of this Resolution.
The Resolution defined the family of the UAE employee to be husband or wife, or wives, children and parents even if they are not UAE citizens. For non-UAE employees, the family includes husband or one wife and three of their children living with them in the UAE. For the purposes of applying the provisions of this Resolution, the employee who has a preliminary approval on receiving the nationality of the State and has UAE valid passport shall be treated equally like UAE national employees.
Provisions of the Resolution apply on UAE and non-UAE civil servants working in the government, with the exception of employees appointed on a temporary contract and those who work part-time. The application of health insurance for Dubai Government's employees led to high levels of efficiency and sustainability in health care services.
