Pension and Social Security

The Pensions and Social Security Section of the DGHR Department was established to serve the future and welfare of Dubai government's employees, particularly across key concerns like pensions and social security. This section deals mainly with following up pensions and social security concerns and specializes in the following:

  • Following up registration of government agencies with the General Authority for Pensions and Social Security (GPSSA).
  • Following up the subscription of UAE citizens working in government institutions.
  • Coordinating with the GPSSA on determining the subscription account salary for the insured employees, in accordance with the directives of the government.
  • Coordinating with the GPSSA on the provision of insured and retirees' data from the government as well as periodic reports and statistics to government bodies.
  • Receiving requests to add previous periods of service from government agencies or the insured and verify the related documents. This is in addition to calculating costs of addition and following up the same with the GPSSA.
  • Receiving requests for legal service from government agencies or the insured and verify related regulations stipulated in the Law in this regard and following up with the GPSSA.
  • Receiving requests to add pensionable periods and following up the same with the GPSSA.
  • Following up with the GPSSA the payment of all costs and premiums of addition and purchase as well as pensionable periods for the insured.
  • Providing the GPSSA with cases of end of service for the insured after reviewing, verifying the enclosed documents and the related reasons. This is in addition to making sure that their insurance dues are paid to them.
  • Processing and settling of disputes relating to the payment of the monthly contributions and insurance benefits for the insured with the GPSSA in coordination with the Department of Legal Affairs of the Government of Dubai.
  • Reviewing legislations related to pensions and social security to propose necessary amendments and forward the same to the GPSSA through the Department of Legal Affairs.
  • Preparing studies related to post-retirement programs and services.

The Social Insurance Law sets out a set of controls for subscribing in insurance services. These controls include:

The employee must be a UAE national and holder of the family book.

Must be medically fit to work at the time of employment.

The employment should not be temporary or on a daily basis.

At least 18 years of age and not more than sixty years of age.

Procedures for registering an employer in the public sector
  • To register employers in the public sector, a letter from the Ministry and local government departments and the applicable service system shall be sent to the GPSSA.
  • For government institutions, a letter attached to it must be sent with a decree establishing the institution, and a list of personnel affairs, which clarifies the level of powers for recruitment, promotion and termination of service, as well as a schedule of grades, salaries, allowances and increase.
  • The GPSSA shall allocate a subscription number for each employer in the government sector represented in the ministries, departments, bodies, public institutions and public companies, which is referred to in all transactions with the GPSSA.

Procedures for registering an employer in the private sector:

To register private business owners, the following are required:

  • Fill in the Employer Registration Form No. (5), with the commitment of the employer's signature and the seal of the establishment. The following documents must be attached to the form:
  • Form No. (6): A detailed statement form on the wages of the insured persons in the private sector for the month of hiring the first insured person. This shall be done in January every year.
  • Filling out the Contributions Deduction Form of the insured in the private sector, which shows the amount deducted (5%), share of the insured, and (12.5%) employer's share of the establishment monthly.
  • The GPSSA shall allocate a subscription number for each employer in the private sector to be referred to in all transactions submitted to the GPSSA after completion of the previous steps.

Grants and compensations for Dubai Government's employees have been determined according to the following categories:

Organizing the employee's status requires from the employer to establish, within one month of the insured employee registration, a file in his institution called "File of the Insured" in which the following documents shall be deposited:

  • The employment decision.
  • Service commandment form.
  • Coordinating with the GPSSA on A copy of the birth certificate or any other legal equivalent.
  • Coordinating with the GPSSA on the A copy of the family book.
  • Receiving requests to add previous A copy of the passport.
  • A copy of the ID card.
  • Salary shall be stated during the years of service.
  • Statement of absence periods from work without pay.
  • Correspondence and documents indicating the secondment or transfer of the employee or his leave of various types and the duration of training prior to recruitment and scholarships.
  • A copy of the employment termination decision.

Medical Insurance

Government human resources in the Emirate of Dubai enjoy strong support from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council. This support comes in complete consistence with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler Dubai concerning the importance of developing the human element as the basis for sustainable development in various fields.

Resolution No. 16 of 2013 on Health Insurance for Dubai Government's employees was issued and meant to be a successful model for partnerships between government departments. The Resolution was based on the outcome of fruitful cooperation and joint action between DGHR Department, Dubai Health Authority, Department of Legal Affairs of the Government of Dubai and Finance Department.

Health Insurance Resolution covers employees of government departments, public bodies and institutions, councils and authorities that are subject to the provisions of the law or any other party to be included in, and be subject to, the provisions of this Resolution.

The Resolution defined the family of the UAE employee to be husband or wife, or wives, children and parents even if they are not UAE citizens. For non-UAE employees, the family includes husband or one wife and three of their children living with them in the UAE. For the purposes of applying the provisions of this Resolution, the employee who has a preliminary approval on receiving the nationality of the State and has UAE valid passport shall be treated equally like UAE national employees.

Provisions of the Resolution apply on UAE and non-UAE civil servants working in the government, with the exception of employees appointed on a temporary contract and those who work part-time. The application of health insurance for Dubai Government's employees led to high levels of efficiency and sustainability in health care services.

Categories of Health Insurance
  • Current health insurance categories for Dubai government employees are divided into five categories: VIP, (A), (B), (C) and (D).
  • Every health insurance category is determined for the employees according to their job grade.

Health insurance categories are:

VIP Category: for Director-Generals, Secretary-Generals, Executive Directors, and the like.

Category A: for employees categorized in between grade twelve and sixteen.

Category B: for employees categorized in between grade eight and eleven.

The Medical Insurance Benefits and utilities

Health Insurance Committee for Dubai Government employees aims at modernizing, developing and raising the level of health insurance benefits through Enaya program. Medical services, available in Dubai Health Authority (DHA)'s health facilities, are based on the four basic pillars of quality, effectiveness, patients' needs and efficiency of health professionals.

DHA seeks to improve the level of health services and increase its effectiveness. A key aspect of the strategic plan for health services focuses on the needs of patient in addition to attracting, retaining and supporting highly qualified cadres.

Enaya Program covers 39 departments in Dubai Government and more than 90 thousand beneficiaries of Dubai government employees and their families. They get high-quality services from DHA facilities in the government sector and more than 1,000 service provider in the private sector in the Emirate of Dubai and beyond.

Necessary guidelines that must be taken into account by customers can be summarized as follows:

Before going to the service provider, please make sure of the following points:

  • Carrying a valid insurance card.
  • Getting the patient's identification number when going to Health Authority facilities in Dubai.
  • Ensuring that the service provider is included in Enaya network by calling the helpline 800 436 292.
  • Ensuring that the medical service is covered within Enaya program by calling the helpline 800 436 292.
  • Requesting the estimated cost of services before using them. There may be other service providers who provide the same service but at a lower cost. For example, some doctors perform operations in different hospitals but the prices may vary from one hospital to another. Therefore, it is necessary to always inquire about the cost and the option most appropriate for you so that you can take the decision on receiving the treatment or opting for another service provider.​
